Making Your Voice Heard - Sept. 11th Special County Hearing on APFO

During the 2016-17 school year, PTA Council of Howard County's general membership approved the following positions on the Adequate Public Facilities Ordinance (APFO) that developers must follow:

  1. High schools should be included when looking at capacity limits. Currently only elementary and middle school capacity is looked at when the County reviews plans more residential development.
  2. Schools should be closed for further development at 100 percent capacity (currently the limit is 115 percent).

On August 29th, the BOE made motions that supported PTACHC positions. They also passed additional motions that go even further to protect students from severe over crowding, reliance on portables as permanent solutions and cycle of redistricting. PTACHC voted overwhelmingly to support each of the Board of Education's recommendations (which can be found here).

On Sept. 11, the County Council will hold one special legislative public hearing to cover the proposed revisions to APFO, which include the terms developers will follow for the next 10 years. PTACHC has asked all delegates to contact their school PTA members and parents to encourage them to attend (and sign up to testify) our support of the BOE's recommendations and discuss how the current proposed Council Plans will create long-term school overcrowding conditions that will not be able to be resolved by future redistricting.
